E3310 - Electronic Reporting of ATF Form 3310.4 and 3310.12

Bravo's E3310 feature allows stores to electronically fill out ATF Form 3310.4 and ATF Form 3310.12.
FORM 3310.4
- It is is needed when a non-FFL holder acquires two or more pistols or revolvers at one time or during five consecutive business days.
- It is not required when returning pistols or revolvers to the original owner.(See Instruction 1 on the official 3310.4 form at the bottom)
FORM 3310.12
- It is required when a non-FFL holder acquires two or more semi-automatic rifles larger than .22 caliber (including .223/5.56) within five consecutive business days. This does not apply if the rifles are returned to the original owner.
- This form is required only for stores located in the following states:
- California
- Arizona
- New Mexico
- Texas
- This form is required only for stores located in the following states:

System Configuration
- ATF Form 3310.4 requires identification of the Chief Local Law Enforcement Official (CLEO) where Copy 2 of the form will be sent.
- The agency name and address of the CLEO can be configured to auto-populate on the form by setting the information in System Configuration > Configuration Tab > under the FIREARMS header.
- Click the pencil icon on "E3310.4 CLEO" to view/set the Name of Agency and Full Address, City, and State.
- The 3310.4 CLEO window is displayed
When the E3310 form process is used
3310 forms can be filled out electronically via the E3310 form process as long as the following details are true:
- Related firearms were disposed to the customer within 5 business days.

- A business day for 3310 eligibility is any day a transaction occurs in Bravo. If transactions happen every day of the week, a 3310 can be completed for a firearm sold on Monday and another sold on Friday.
- If transactions occur only on Mondays, a 3310 can be filled for a firearm sold on 11/27/2023 and another sold on 12/25/2023, four weeks later.

- An E4473 was accepted for all related firearms without using the Manual Form Entry Process.
- If there are any connected multiple sale(s) (3310 form section 2c), that were also filled out via the E3310 form process.
When the E3310 form process isn't used
3310 forms cannot be filled out electronically, and must be filled out manually, in the following cases:
- One or more 4473s for the related firearms were processed via the Manual Form Entry Process.
- One or more of the related firearms was disposed to the customer before E4473 integration was enabled for the store.
- One or more of the related firearms is categorized as an NFA Item.
- Present sale pickup is connected to a multiple sale (3310 form section 2c) that references a manual 3310.
If a customer completed a manual 3310 form within 5 business days before their current firearm release, the E3310 screen won't appear, and the 3310 must be done manually.
- In these cases, the Information dialog (shown below) will still appear when proceeding from the Transactions screen to the Tender Screen, but the form will not be processed electronically.
E3310 Form Process
- After clicking "Ok" on the Information dialog, you'll access the E3310 form process by moving from the Transactions screen to the Tender Screen.
- Check the screen indicators to see if you are completing an E3310.4 or E3310.12 form.
- Both forms may be needed in the same transaction. First, complete the E3310.4, then proceed to the E3310.12 by clicking "Next" on the E3310.4 screen.
- Most form fields, like firearm details and transferee info, will auto-fill using data from E4473 records for the related firearms.
Details for the remaining FORM fields will be collected on the E3310 form processing page for the respective form. These fields are:
- Name and complete address of qualifying gun show or event, if applicable
- This field will be required if any related E4473 indicates sale or transfer at a qualifying gun show or event. We cannot copy the information from the E4473 because the E4473 does not require the full address of the event.
- Name and Full Address of Business Entity (if the transferee is authorized to act on behalf of a corporation, company, association, partnership, or other such business entity).
- This field can be left blank if it does not apply to the sale/disposition of the related firearms.
- Name and Full Street Address, City, and State of CLEO
- This will only show on the E3310.4 processing page.
- This will auto-populate and display as read-only text if the store has already configured the store's CLEO information in System Configuration. Otherwise, this field will be editable and required.
- Date Copy 2 was forwarded to CLEO agency
- This will only show on the E3310.4 processing page.
- The current date will auto-populate here. It is expected for the 3310 form to be forwarded to the ATF and the store's CLEO by the close of business.
- Additional information relating to the transfer of the firearms, if applicable
- This field can be left blank if it does not apply to the sale/disposition of the related firearms.
Viewing and Editing an E3310 before saving the transaction
- If you need to view or edit an E3310 before saving the transaction and printing/saving the form, select the "Back" button on the Tender Screen.
- The E3310 will be linked to the most recent E4473 in the transaction that includes a related firearm. This E4473 is regarded as the parent form for the E3310, as the instructions specify that it should be attached to the 4473 documenting the firearm transfer.
- Select one of the related firearms and select "View E3310.4" or "View E3310.12" to view the ATF form in a Report Preview.
- To edit, click "Next" to go from the Transactions screen to the Tender Screen. Alternatively, select "View NICS" or "View CCW" on a transaction line item for the related firearms, then click "Next" on the E4473 NICS/CCW Processing screen.
- You can edit the E3310 form(s) with that E4473 as its parent.
If your store is configured for E4473 with Cloud Storage, the E3310 form(s) will also appear as attachments under Notes and Attachments.
Printing E3310 forms
- E3310 forms are now printed at the end of transaction after hitting the save button.
- This happens even if the store is configured for E4473 with Cloud Storage.
Firearm(s) connected to another multiple sale
- If an E3310 was previously submitted for a customer and a firearm is being released to the same customer within five business days, Bravo will link the two forms and use the report date from the previous E3310 to complete Item 2c on the new form.
- It is possible for more than two E3310s to be linked together in this way.
- For example, if two pistols were received on June 1st, then a third pistol on June 4th, then a fourth pistol on June 6th.
- The new E3310 will only show details for firearms that were not included on the previous connected E3310(s).
- In the example above, the second E3310 will only show details for the third pistol, and the third E3310 will only show details for the fourth pistol.

Instructions
1. Federal Firearms Licensees (FFLs) must use this form to report all transactions in which an unlicensed person (i.e., non-FFL holder) acquired any combination of two or more pistols or revolvers totaling two or more at one time or during five consecutive business days. This form is not required when the pistols or revolvers are returned to the same person from whom they are received.
2. If this transaction includes an additional firearm(s) connected to a previously submitted multiple sale check "yes" and enter the date of the previous Multiple Sale form. (For example, a multiple sale for purchases made on a Monday and Friday must be submitted by the close of business Friday. If an additional purchase is made within the five days from the Friday purchase, this purchase is part of the previous multiple sale and must be reported as part of that multiple sale under 2c.)
3. A separate form is to be submitted for each unlicensed person. If more than six pistols and/or revolvers are involved in a transaction, the information required by Item 3 must be provided for additional pistols and revolvers on a separate sheet of paper, and shall be attached to the ATF Form 3310.4 covering the transaction.
4. Licensees must complete Items 1-12, 14, and 16 entirely. Items 13 and 15 must be completed, if applicable.
5. Refer to the Race and Ethnicity information provided on the ATF Form 4473 associated with this transaction when filling out the Race and Ethnicity information on this form.
6. Business Entities - Information identifying the business entity must be recorded in Item 13. The authorized person receiving the firearms must be identified in Items 4-12 of this form.
7. The report is to be submitted to:
a. Copy 1-Email, fax, or mail to the ATF National Tracing Center no later than the close of business on the dal that the multiple sale or other disposition occurs. The email address is multiplehandgunsalesforms@atf.gov. The fax number is 1-877-283-0288.

b. Copy 2-To Chief Local Law Enforcement Official (CLEO). The CLEO is a local or State official designated to receive this form. If you do not know your CLEO, contact your local ATF Office to find out. Provide Copy 2 to your CLEO.
Instructions to CLEOs receiving Copy 2 of this form: 18 U.S.C. § 923(g)(3)(B) provides in part that you certify in writing every six months that no disclosures have been made and that the multiple sales forms on non-prohibited persons have been destroyed by the CLEO as required by law. The following statement can be used for this purpose: "I hereby certify on behalf of (your specific agency name) that for the period of six months (give specific dates) there have been no disclosures of Multiple Sales Forms contrary to the provisions of the Brady Handgun Violence Prevention Act, and that all forms and any record of the contents thereof have been destroyed as provided by that law." This statement is to be dated and on your agency letterhead, signed by the proper official and forwarded by the CLEO to: ATF National Services Center, National Tracing Center, 244 Needy Road, Martinsburg, WV 25405.
c. Copy 3-Regulation 478.126a requires the licensee to retain one copy of Form 3310.4 and attach it to the firearms transaction record, ATF Form 4473, executed upon delivery of the pistols or revolvers.
